Climate change impact assessment

The purpose of this assessment is to help us understand the likely impacts of our decisions on the environment of North Yorkshire and on our aspiration to achieve net carbon neutrality by 2030, or as close to that date as possible. The intention is to mitigate negative effects and identify projects which will have positive effects.

This document should be completed in consultation with the supporting guidance. The final document will be published as part of the decision making process and should be written in Plain English.

If you have any additional queries which are not covered by the guidance please email climatechange@northyorks.gov.uk

Version 2: amended 11 August 2021

Please note: You may not need to undertake this assessment if your proposal will be subject to any of the following:

Options appraisal

Were any other options considered in trying to achieve the aim of this project? If so, please give brief details and explain why alternative options were not progressed.

Do Minimum: This option would result in the delivery of classroom, workshop and dedicated office space for with access also available to wider educational delivery bodies. It also provides flexible office space to support commercial activity in Whitby town centre, with a specific focus on maritime oriented businesses, and space for the Harbourmaster’s Office.

Preferred Option: As under the Do Minimum option, the Preferred Option would result in the delivery of classroom, workshop and dedicated office space for with access also available to wider educational delivery bodies. This option also includes dedicated office space for flexible office space, public exhibition space, Tourist Information Centre and space for the Harbourmaster’s Office.

Due legislation change the Maritime Training Hub will not have space for public exhibition space or a Tourist Information Centre. The legislation change also means that any business within the building is within the Maritime Industry.

What impact will this proposal have on council budgets? Will it be cost neutral, have increased cost or reduce costs?

Please explain briefly why this will be the result, detailing estimated savings or costs where this is possible.

The reduction of circa 50 parking spaces on Endeavour Wharf will impact the Councils budgets, however North Yorkshire Council will be the landlord of the Whitby Maritime Training therefore there will be a rental income that will offset this.

How will this proposal impact on the environment?

N.B. There may be short term negative impact and longer term positive impact. Please include all potential impacts over the lifetime of a project and provide an explanation.

Positive impact

(Place a X in the box below where relevant)

No impact

(Place a X in the box below where relevant)

Negative impact

(Place a X in the box below where relevant)

Explain why will it have this effect and over what timescale?

Where possible/relevant please include:

·      Changes over and above business as usual

·      Evidence or measurement of effect

·      Figures for CO2e

·      Links to relevant documents

Explain how you plan to mitigate any negative impacts.

Explain how you plan to improve any positive outcomes as far as possible.

Minimise greenhouse gas emissions e.g. reducing emissions from travel, increasing energy efficiencies etc.

Emissions from travel

X

There will be increased emissions linked to travel to the building as we aim to expand the maritime industry of Whitby.

Shorter distance times for workers.

There will be a reduction of parking by circa 50 space which will encourage the use of the park and ride.

Emissions from construction

X

The construction period will increase the emissions as there will be an increased amount of activity in the area

Where possible materials have been sourced locally to reduce the impact of the emissions. Encourage the use of low emission heavy machinery exploring the use of electric and hydrogen generators.

Emissions from running of buildings

X

The building will increase the emissions of the area.

The building design has ensured there is little ancillary space, PV panels will be on the roof, on the South wall of the building.

The below table outlines the grid energy costs. Export/Generation is less than consumption. Batteries should be explored.

Emissions from data storage

X

There will be an increase to emissions from data storage.

Ensure data is stored on the cloud using data centres such as AWS, Google and Microsoft who use renewable energy tariffs or offset their emissions. Any documents that are sent should be via links as opposed to email attachments.

Other

X

Minimise waste: Reduce, reuse, recycle and compost e.g. reducing use of single use plastic

X

As this is a new building there will be an increase to the waste produced.

There has been allowance for eights bin to sit on the site catering to the North Yorkshire Council Waste Management Policy.

Work with contractors to ensure that materials are not over ordered.

Cut materials off site as stone will come as needed.

Reduce water consumption

X

As this is a new building there will be an increased water consumption. As this is also a mixed-use training facility for the Maritime industry, further water consumption may increase for such based activities.

Install aerators on to taps to reduce water flow.

Explore the use of grey water in the toilets and rainwater collection.

Minimise pollution (including air, land, water, light and noise)

X

Pollution will increase during construction due to heavy machinery and material cutting.

Use of low emissions heavy machinery.

Minimise material cutting to a minimum. Where dust is an issue assess the need for wetting.

Look at building off site.

Ensure resilience to the effects of climate change e.g. reducing flood risk, mitigating effects of drier, hotter summers

X

The building sits within a 3B flood plain.

The building design has allowed for flooding. All utility points are above 1m.

The facility would receive pre warning (as the harbourmaster does now) to alert tenants to a flood. Ground floor units will flood through as not to disperse water to other areas of Whitby

Enhance conservation and wildlife

X

The building will have bat boxes and the installation of planters.

Currently there is no impact on biodiversity however we are exploring 10% BNG (Biodiversity Net Gain) for the site.

Safeguard the distinctive characteristics, features and special qualities of North Yorkshire’s landscape

X

The building will change the view of Whitby from the East Side; however, the final design has been worked up with and approved by Historic England to ensure it fits with in Whitby’s built environment.

Using local stone from Eskdale and will keep and create jobs for locals.

Other (please state below)

Are there any recognised good practice environmental standards in relation to this proposal? If so, please detail how this proposal meets those standards.

·         The use of PV panels across the roof and the south wall of the building.

·         Bat boxes to be included in the building as a part of the planning.

·         Air source heat pumps will be included in the construction.

·         On Endeavour Wharf there is currently no ecology, however we will be adding planters to create a 10% uplift on BNG.

·         Locally source materials.

·         The brief for the project was for the contractor to comply with part- L of the Building Regulations only, however they did follow the LETI but there was no formal requirement to comply with.

Summary Summarise the findings of your impact assessment, including impacts, the recommendation in relation to addressing impacts, including any legal advice, and next steps. This summary should be used as part of the report to the decision maker.

The Whitby Maritime Training Hub will impact both positively and negatively on the environment of Whitby. As a new building there will be a negative impact on emissions from the construction and when the building is operational, however through the design processes measures have been taken to ensure that the building has mitigated some of the emissions created throughout its operation. There is the addition of 10% Bio Net Diversity gain which is an increase on the 0% currently on Endeavour Wharf showing the project team are keen to reduce emissions from this building.
