Climate change impact assessment
The purpose of this assessment is to help us understand the likely impacts of our decisions on the environment of North Yorkshire and on our aspiration to achieve net carbon neutrality by 2030, or as close to that date as possible. The intention is to mitigate negative effects and identify projects which will have positive effects.
This document should be completed in consultation with the supporting guidance. The final document will be published as part of the decision making process and should be written in Plain English.

Options appraisal Were any other options considered in trying to achieve the aim of this project? If so, please give brief details and explain why alternative options were not progressed.
Do Minimum: This option would result in the delivery of classroom, workshop and dedicated office space for with access also available to wider educational delivery bodies. It also provides flexible office space to support commercial activity in Whitby town centre, with a specific focus on maritime oriented businesses, and space for the Harbourmaster’s Office.
Preferred Option: As under the Do Minimum option, the Preferred Option would result in the delivery of classroom, workshop and dedicated office space for with access also available to wider educational delivery bodies. This option also includes dedicated office space for flexible office space, public exhibition space, Tourist Information Centre and space for the Harbourmaster’s Office.
Due legislation change the Maritime Training Hub will not have space for public exhibition space or a Tourist Information Centre. The legislation change also means that any business within the building is within the Maritime Industry.

What impact will this proposal have on council budgets? Will it be cost neutral, have increased cost or reduce costs?

The reduction of circa 50 parking spaces on Endeavour Wharf will impact the Councils budgets, however North Yorkshire Council will be the landlord of the Whitby Maritime Training therefore there will be a rental income that will offset this.

The building design has ensured there is little ancillary space, PV panels will be on the roof, on the South wall of the building.
The below table outlines the grid energy costs. Export/Generation is less than consumption. Batteries should be explored.

There has been allowance for eights bin to sit on the site catering to the North Yorkshire Council Waste Management Policy. Work with contractors to ensure that materials are not over ordered. Cut materials off site as stone will come as needed. |

As this is a new building there will be an increased water consumption. As this is also a mixed-use training facility for the Maritime industry, further water consumption may increase for such based activities. |

The building design has allowed for flooding. All utility points are above 1m. The facility would receive pre warning (as the harbourmaster does now) to alert tenants to a flood. Ground floor units will flood through as not to disperse water to other areas of Whitby |

Currently there is no impact on biodiversity however we are exploring 10% BNG (Biodiversity Net Gain) for the site. |

The building will change the view of Whitby from the East Side; however, the final design has been worked up with and approved by Historic England to ensure it fits with in Whitby’s built environment. Using local stone from Eskdale and will keep and create jobs for locals. |

· The use of PV panels across the roof and the south wall of the building. · Bat boxes to be included in the building as a part of the planning. · Air source heat pumps will be included in the construction. · On Endeavour Wharf there is currently no ecology, however we will be adding planters to create a 10% uplift on BNG. · Locally source materials. · The brief for the project was for the contractor to comply with part- L of the Building Regulations only, however they did follow the LETI but there was no formal requirement to comply with.

The Whitby Maritime Training Hub will impact both positively and negatively on the environment of Whitby. As a new building there will be a negative impact on emissions from the construction and when the building is operational, however through the design processes measures have been taken to ensure that the building has mitigated some of the emissions created throughout its operation. There is the addition of 10% Bio Net Diversity gain which is an increase on the 0% currently on Endeavour Wharf showing the project team are keen to reduce emissions from this building.
